International relations lecture series #55

Indonesia’s aircraft industry: will it fly higher?

Indonesia’s aircraft industry is ready to take off again after collapsing as a result of the 1997 Asian financial crisis.

Before the devastating crisis, Indonesia’s aircraft industry supplied major jetliner makers like Boeing and Airbus in the 1980s.

Now, it’s ready to take off again as two Indonesian aircraft manufacturers – Dirgantara Indonesia (DI) and Regio Aviasi Industri (RAI) – continue to expand their business and develop new plane types.

Nevertheless, the resurgence of this aircraft industry face challenges of poor maintenance, safety issues and lack of support.

Good business

Indonesia’s promising aviation industry is reflected in the thriving business of its two plane makers, DI and RAI.

DI is a state-owned company, while RAI is a private one. Both of them have not gone public yet, so we could not assess their performances in numbers.

But the business has gone well for both firms so far as they continue to develop new plane models and expand to other countries.

Since 2012, DI has produced almost 60 aircraft and helicopters. The company has exported its products to South Korea, Senegal and Thailand.

The company also continues developing new plane types, including the N-219, a 19-seat transport aircraft for multipurpose missions in remote areas. DI is collaborating with Korea Aerospace Industries to develop IF-X/KF-X fighter aircraft for both countries’ air forces.

Established in 1976, DI was known as Nusantara Aircraft Industry. It employed up to 16,000 staff and became a subcontractor to the world’s major aircraft industries, such as Boeing, Airbus, General Dynamics and Fokker.

Then the economy crashed in 1997.

The financial crisis forced the firm to downsize its operation, delay the development of new aircraft and cut 12,000 jobs.

It became DI in 2000.

Besides DI, Indonesia also has RAI. It is developing the R-80 aircraft, an 80-seat regional transport aircraft. Up to 155 R-80 planes have been ordered by local airlines. Its prototype is targeted for flight tests by 2022.

Challenges

Indonesia has signed agreements to export N-219 aircraft to China and Mexico. Meanwhile, Turkey is interested in selling them to Africa.

But DI’s N-219 aircraft is yet to be certified due to the lack of financial budgets for flight tests. Should the aircraft pass the flight tests, it will get a certification from the Transportation Ministry. Without certification, the plane cannot be marketed and sold to other countries.

Meanwhile, the IF-X/KF-X project was put on hold in mid-2018 due to contract disagreements between Indonesia and Korea on intellectual property rights, technology transfer, and marketing. Various issues with finance, administration and political conditions also delayed the project. After renegotiation by the end of 2018, both countries agreed to continue the project.

Other challenges include poor maintenance and inadequate human resources, such as technicians and aircraft maintenance experts. The poor maintenance is due to the lack of supporting industries.

Poor maintenance has caused devastating plane incidents in a country notorious for its poor aviation safety. In the past 100 years, Indonesia booked 147 fatal accidents, compared to Malaysia’s 37 and Singapore’s 7. These data don’t mention how many DI and RAI planes were involved in these accidents as the report focuses only on commercial aircraft. The last time a DI airplane was involved in a fatal incident was in 2011, while RAI’s planes are not in the market yet.

Such conditions help explain why Indonesia’s aircraft industry is worse than other countries in the region despite its potential.

Business consulting firm Frost & Sullivan reports that, among Southeast Asian countries, the overall trade value of Indonesia’s aerospace products is still below Singapore, Malaysia, the Philippines and Thailand.

In 2017, Indonesia’s aerospace exports only reached US$103.9 million, while Singapore and Malaysia’s exports reached $7.4 billion and $2.1 billion, respectively.

Huge potential

Indonesia needs to answer the above challenges to ensure it can tap into the enormous potential of the regional aviation industry.

Indonesia is the only country in Southeast Asia with complex aircraft manufacturing capability. Other Southeast Asian countries, such as SingaporeMalaysia and Thailand, focus more on maintenance, repair and overhaul services, as well as manufacturing parts.

Thai Aviation Industries (TAI) manufactures RTAF-6 trainer aircraft in very small numbers. The Philippines’ Aviation Composite Technology (ACT) produces only one Apache 1 trainer aircraft.

Meanwhile, DI has produced different types of aircraft and helicopters, including transport aircraft for civil airlines as well as military planes. DI even produces several helicopter products under agreements with Airbus Helicopters and Bell Helicopter Textron.

Showing the country’s ambition to expand its aviation industry, Coordinating Minister for Maritime Affairs Luhut Binsar Panjaitanencourages Boeing to set up business operations in Indonesia to help spur the national economy.

Possible solutions

Developing new aircraft projects is a key move to increase the growth of the country’s aircraft industry.

For these to succeed, it is important for the government to provide support.

For instance, the government, as one of DI’s shareholders, can provide financial support to help the firm get certification for its N-219 plane.

The government can also help DI hold talks with the US and European countries to promote the company’s aircraft and help get certification from international aviation regulatory authorities.

Meanwhile, for the IF-X/KF-X project, the government should make sure the renegotiation with South Korea succeeds. The government must persuade the Koreans to agree on Indonesia’s intellectual property rights over the aircraft and guarantee the transfer of technologies to Indonesia. It will give Indonesia the freedom to market the fighter jet.

To promote its aviation industry, the government also needs to establish the aircraft industry ecosystem to improve maintenance and ensure safety on its planes.

Bagaimana memajukan industri pesawat terbang Indonesia

Tantangan

Kebangkitan industri pesawat terbang bukan tanpa tantangan.

IR BINUS’ Global Class Industry Visit to The Jakarta Post 2019

June 21st marked the date of the long-awaited Global Class Industry visit to the Jakarta Post. It was attended by B2020, B2021, and B2022 Global Class IR students as part of their mandatory programs during their learning period. The visit included a presentation brought by Ms. Evi Mariani (Sekretaris Redaksi), Mr. Novan Iman Santosa (Desk Editor), and Mr. Tama Salim (World Desk Editor) who had explained about the internals, how the company works, and how does the media bring an impact on international relations. Right after, we went on a tour around the company building. Though we did not saw each and every rooms there we went and got the chance to see the offices and the newsrooms.

Image may be NSFW.
Clik here to view.

It was not a long company visit though as we only spent approximately two hours in the site. Still, it was a new experience that introduced us into a new side of IR actors, and face to face at that too! Having this kind of visits gives you a better understanding and direct experience to the world of International Relations. When we asked for the students’ opinions they had said that the company visit had been interesting as one of the freshmen, Andre had described the experience to be “eye-opening and expanding one’s knowledge on the work environment of medias.”

Image may be NSFW.
Clik here to view.

Perhaps in the future it would be much better if the duration was increased so that we could grasp more of the information. Exploring the site was also a great way to learn, but unfortunately there were only a few staffs there at that time so we could not see and feel the work environment directly. Overall, the company visit was a very exciting and interesting experience!

Youth Mobility and Economic Development in Southeast Asia

Tangerang – Monday, June 24th 2019, the students from BINUS’ Global Class of International Relations had the opportunity to get a guest lecture given by Professor Aris Ananta, Ph.D (Faculty Economics and Business, University of Indonesia) in An ASEAN Community: Security, Economy and Society course in Alam Sutera campus. The guest lecture discussed about the Youth Mobility and Economic Development in Southeast Asia.

Clik here to view.

Today in this age of globalization we can easily reach a lot of places either figuratively or even literally. Travel time and cost are also getting more affordable, creating a favorable condition for people to travel or even migrate. The youth population are especially important in the case of mobility. They are the up and coming majority workforce and manpower. They are the ones who also move around and migrate to study abroad or just to experience new environments. The question is how youth mobility impact their country or city of destination and origin.

The impact of youth mobility differs from country to country or city to city. Countries and cities that are suffering from economic issues, instability, or even armed conflicts will inevitably push people out to migrate and find a better life outside of their origin country. This can be seen from the Europe’s migrant crisis. In this event, the country or city of origin will loose potential manpower and labor. However, the sudden influx of people to another country or city would also be somewhat negative, especially if the destination country or city already has a high population density, which in turn may create instability due to the sudden rise in culture, political, and racial differences.

Image may be NSFW.
Clik here to view.

Nevertheless, migrants can also be beneficial to the impacted countries. A country or city with an already high population density can benefit from outgoing migration, for example, the Indonesian capital city, Jakarta is one of the most crowded cities in the world. However, in other areas such as the islands of Kalimantan and Papua are sparsely populated and lacking in development, youth mobility or migration to these areas can help the development of the islands. Receiving countries or cities also benefit from migration in this way, where new capable youths could help the productivity and the development of the country.

In conclusion, the impacts of youth mobility in their destination and origin countries or cities differ a lot in terms of situation and condition in which why the mobility happens, they could proof to boon for productivity or a factor in the decreasing of productivity. This in my opinion depends on the way the managing government regulates migration and provide sufficient incentives for the desired migrants to stay. In the end, youth mobility is an important commodity in the international community, as they can create a generation of quality workforce from the multiple experience they receive.

The 8th INTERNATIONAL CONFERENCE ON BUSINESS, INTERNATIONAL RELATIONS AND DIPLOMACY (ICOBIRD) 2019

Rethinking the State, Market and Society in the Era of Disruption

Jakarta, 9-10 October 2019

Organised by
Department of International Relations,
BINUS University

Welcome

The 8th International Conference on Business, International Relations, and Diplomacy (ICOBIRD) 2019 will be held on October 7-8, 2019 in the capital city of Jakarta, Indonesia. This conference is hosted by the International Relations Department of Bina Nusantara University in collaboration with the Indonesian Association for International Relations. ICOBIRD is a renowned international conference that provides a platform for academician, researchers to share their own research outputs. This conference is based on an interdisciplinary approach to business, International Relations, and diplomacy. This annual international conference will invite academics, government practitioners, business people and non-governmental organizations to contribute ideas in the form of scientific work or research results related to topics, although not limited, as follows:

Background

In recent years, the digital revolution has offered many exciting opportunities for both public and private actors. At the same time, the transition towards a digital economy may require a different approach altogether to take into account fundamental changes that may challenge countries’ competitiveness within a short period of time. This transformation appears not only in the economic sector but also in domestic political activity, international relations, and social issues.

In the economic sector, digital transformation helps reduce transaction costs and increase productivity. No wonder the digital economy has become an increasingly large contributor to the growth of the world economy, facilitating trade, creating new jobs and economic opportunities, and enabling businesses to expand their markets. It also forces countries to make a political declaration to launch a discussion on new global rules to facilitate the expansion of the digital economy in a way that is mutually beneficial to developed and developing countries.

In the digital era, political institutions, as well as political activities, are increasingly mediated and shaped by the technologies of information and communication. Many governments have already adopted digital strategies that reshape the way government delivers services. However, while few governments have already in “maturing” stage of digital transformation, the overwhelming majority are still in the early or developing stages of the digital-transformation journey.

Aim and Scope

Given the background above, this year conference’s theme is “Rethinking the State, Market, and Society in the age of disruption”. The conference will have two main objectives to outreach:

This conference will also discuss the emergence of the disruption in every aspect of life ranging from political disruption with the rise of Trumpism to economic disruption with the transformation to the digital economy and its consequences for modern societies, particularly in Southeast Asia.

The conference is then organised as a collection of a variety of workshops and presentations ranging from regulation and digital economy until migration and mobility in the age of disruption. Hence, we particularly interest to have more presenters from outside BINUS so that there is an exchange of ideas. Moreover, the outcomes of the conference are to select particulars papers to be submitted as a part of the special issue in relevant journal outlets.

Jakarta – Pada Selasa, 23 Juli 2019, dosen dan mahasiswa Departemen Hubungan Internasional Universitas Bina Nusantara menghadiri kuliah oleh Wakil Sekretaris Kementerian Pertahanan Singapura Bidang Kebijakan, Mr Teo Eng Dih, di Lembaga Ketahanan Nasional (Lemhannas) Republik Indonesia, bertajuk “Ties that Bind – Bilateral Relations Between Indonesia and Singapore”.

Kuliah dibuka dengan kata sambutan oleh Deputi Bidang Pendidikan Pimpinan Tingkat Nasional Lemhannas Mayjen TNI Karsiyanto. Kemudian, moderator mempersilakan Mr Teo menyampaikan kuliahnya.

Khususnya, di ASEAN, kedua negara baru saja menyepakati ASEAN Outlook on the Indo-Pacific.
